It seeks to comprehensively address the real needs and interest of the people – reducing their vulnerabilities while enhancing their capabilities.

Our Vision

A future where Filipinos live in prosperity, their government democratic and caring, their environment sustainable for their needs, their actions and decisions nurturing to the survival of other creations, their ways of overcoming disasters and diseases respectful of life and nature for future generations.

Our Mission

We shall organize a network of communities that are united and capable of mitigating the impacts of disasters and protecting lives, culture, faith and properties.

Our Goals

To collaborate with government, civil society and communities; and to develop and raise the capacity of the vulnerable sectors, toward a people-based and development-oriented disaster risk management.

Core Principle

People-based, Development-oriented (PBDO) serves as our core principle. We rely principally on the vulnerable sectors’ own organized effort to address the underlying problems of poverty, disempowerment, environmental degradation, and political abuse. It seeks to comprehensively address the real needs and interest of the people – reducing their vulnerabilities while enhancing their capabilities.    

People-based Development Oriented Disaster Intervention seeks the realization of organized communities’ capability in changing their lives, mastering their conditions and charting their future: a community striving for their vision of a better life, taking control over hazardous events and reducing disasters.

Our History

CONCERN, formerly known as the Central Luzon Center for Emergency Aid and Rehabilitation, was established by progressive individuals in the region. We rallied local and international support for the victims of the 1991 Pinatubo Eruption. Since then, our work has expanded to other provinces such as Quezon and Metro Manila. In 2012, we formally changed our name into the Center for Emergency Aid and Rehabilitation to reflect our nationwide scope.

We have responded to major disaster such as the 1990 earthquake, 1991 to 1996 Pinatubo eruption, 2001 and 2004 Mayon Volcano eruption, 2005 Nueva Ecija and General Nakar and Infanta Landslide and Mudslide, 2004 Baseco Fire, 2006 Typhoon Milenyo, 2009 Zambales Flooding and Lahar, 2010 Typhoon Ondoy, 2013 Bohol Earthquake, 2013 Typhoon Yolanda , 2014 Typhoon Ruby and 2019 Mindanao Earthquake.

Throughout the decades, we have evolved from doing humanitarian work (provision of relief goods, cash grants and temporary shelters) into implementing development interventions such as climate change adaptation, disaster prevention and mitigation, capability-building, livelihood and innovation projects and network-building for a more sustainable impact.

True to our goal, we are now the Center for Emergency Aid, Rehabilitation and Development.

Leadership

The General Assembly serves as the highest decision-making body and meets every two years, where they elect eight of the nine-member Board of Trustees to set the oversee the organization. The President, Vice-President, Secretary and Treasurer are elected from among the Trustees. The Executive Director (ED) serves as an ex-officio Trustee and heads the Secretariat.
